A Covenant of Security, Productivity and Prosperity
This Blueprint proceeds from a constitutional conviction: Chapter II of the Constitution is not ornamental language. It supplies the moral and policy compass of government. The security and welfare of the people must therefore be the primary purpose of the State.
Our governing philosophy combines constitutionalism, social democracy, the Basic Needs Approach, cooperative federalism and disciplined partnership with private enterprise. It rejects the false choice between an active State and a productive market.
Our promise is therefore simple: government will be judged by what changes in the lives of Nigerians. Security. Productivity. Prosperity. These are not slogans; they are the standards by which this administration asks to be measured.
Prince's Plan
A four-year programme for national renewal, anchored on Chapter II of the Constitution, social democracy and the Basic Needs Approach.
- Measured by lived conditions — safer communities, more reliable electricity, lower import dependence, wider health and skills access, and a public sector that reports what it spends and delivers.
- Every flagship mission gets a responsible lead institution, outcome indicators, quarterly milestones and a defined corrective mechanism.

Stand up the Presidential Delivery and Performance Office, issue Chapter II compliance directives, complete security/power/food/health/education baseline audits, and publish the first Presidential Delivery Dashboard.
Stabilise and Mobilise
Restore security in priority corridors, stabilise essential services, accelerate domestic refining, expand agricultural production, launch power and transport quick wins, strengthen primary healthcare.
Build and Scale
Scale industrial clusters, strategic infrastructure and distributed power; expand irrigation, storage, pharmaceutical and technology manufacturing; deepen export, investment and technology diplomacy.
Consolidate and Institutionalise
Complete priority projects, lock successful programmes into durable institutions, correct underperforming programmes, and present Nigerians with an audited end-of-term scorecard.
Defence & Internal Security
"Security is the first duty of the state" — a whole-of-government doctrine: One Republic, One Security System.
Unified Command
A National Joint Intelligence and Operations Platform connects military, police, intelligence, border and emergency institutions under a strengthened, President-chaired National Security Council.
Armed Forces Transformation
A modern, compact, jointly commanded military built on a comprehensive force-structure review, with procurement judged on lifecycle cost and maintainability, not prestige.
Defence Industrialisation
Domestic production of ammunition, protective equipment, drones and vehicles, with enforceable local-content obligations for foreign suppliers.
Ending Banditry & Kidnapping
A National Anti-Kidnapping and Banditry Command dismantles criminal networks — weapons supply, ransom, illicit mining — rather than displacing them.
Police Transformation
A professional, intelligence-led force with better welfare, continuous vetted recruitment, and constitutionally-grounded state policing under national minimum standards.
Intelligence Reform
An integrated intelligence cycle and state/local early-warning centres, with surveillance powers exercised strictly under legal authorisation and audit.
Border & Maritime Security
Integrated border-security systems (sensors, biometrics, satellite data) and a unified maritime framework to fight oil theft, piracy and illegal fishing.
Cybersecurity & Critical Infrastructure
A National Cyber Defence and Security Command, plus resilience plans for grids, ports, hospitals and financial networks.
Jobs & the Economy
From dependency to self-reliant prosperity by 2031 — five guiding principles run through every sector.

An Aviation Revolution building four domestic MRO hubs by 2028 and three more by 2031, cutting airfares and laying groundwork for local aircraft assembly.
